VDOT Office of Public-Private Partnerships
Dr. Morteza Farajian serves as the Director of VDOT’s Virginia Office of Public-Private Partnerships (P3).During his 5-years with VDOT, Dr. Farajian has demonstrated experience in delivering some of the highest profile and most beneficial P3 contracts in the United States, including the $3.3 billion I-66 project in Northern Virginia. Dr. Farajian also served as an advisor on the Chesapeake Bay Bridge Tunnel’s new $1 billion Thimble Shoals Tunnel project. Currently, he is engaged in VDOT’s solicitation of industry input regarding the I-64 Hampton Roads Bridge-Tunnel Expansion procurement and delivery method. Prior to joining VDOT, Dr. Farajian worked in the private sector in a number of project management, construction, and development roles.
Dr. Farajian will continue VDOT’s efforts to ensure that Virginians get the maximum return on their investments by bringing private sector equity and innovation to critical P3 transportation improvements. In this role, he will also be responsible for the overall management of each of VDOT’s existing long-term P3 contracts across the Commonwealth.
Dr. Farajian holds a Doctorate of Project Management from the University of Maryland where he focused his dissertation on Structured Project Finance in P3’s in the United States. He has also earned Master of Project Management and Bachelor of Civil Engineering degrees. Dr. Farajian also serves on the Transportation Research Board’s (TRB) Revenue and Finance Committee and P3 subcommittee.Back to speakers
