Mitch Lester is an Executive Project Director at Fluor Corporation headquartered in Irving, Texas. Fluor, through its global network of offices on six continents, provides comprehensive capabilities and world-class expertise in engineering, procurement, construction, commissioning, operations, maintenance, and project management. Fluor is the leading design-build investor in the U.S. market, having developed the first P3 transportation projects in Virginia, South Carolina, Colorado and Texas. Fluor ranks 155 on the FORTUNE 500 list with revenue of $19 billion in 2016.
Mr. Lester is among the pioneers in the execution of major lump sum turnkey design-build P3 projects. He is currently serving as the Design-Build Project Director for the Purple Line Project in Maryland; a $5.6 billion P3 contract that will provide commuter light rail services over 16.2 miles of track with 21 stations that will extend from Bethesda in Montgomery County to New Carrollton in Prince George's County. It will provide a direct connection to the Metrorail Red, Green and Orange Lines; at Bethesda, Silver Spring, College Park, and New Carrollton. The Purple Line will also connect to MARC, Amtrak, and local bus services. In addition to the significant scale of the project, the Purple Line Project is also the second P3 transit project of its kind in the U.S.
Previously, Mr. Lester served as the Project Director of the nearly $2 billion 495 Express Lanes Project in Northern Virginia, also a P3 project. The 495 Express Lanes Project, delivered a month ahead of schedule, built four new express lanes on the Virginia side of the Capital Beltway between the Springfield Interchange and the Dulles Toll Road, a distance of 14 miles. The project included the replacement of over 50 bridges and overpasses and upgrades to 12 key interchanges.
Mr. Lester has over 30 years of project management, project development, construction management, and design management experience. His experience has predominantly been in design-build for the highway, rail, and automotive industries, both domestically and overseas. He has a proven record of managing complex projects, people, schedules, and budgets to successful completion.
His strong background and education in finance (cost control), project management, and construction management has served his respective clients well.
Mr. Lester is a native of Richmond, Virginia and is a graduate of James Madison University.
